One guy's water bill goes from less than $40 to $400!

El Paso City Representative Eddie Holguin wants the Water Utility to explain to all of us how they figured out the new, higher water rates. As no doubt you’ve noticed your bill has just gone up 10 percent this month, that’s on top of thethe monthly charge of anywhere between $2.38 to $9.50 for improvements to our  storm-water drainage system. Holguin says he knows folks whose  water bills have gone from about $35 in February to nearly $400.
